It is an all-inclusive regulator fee — it covers the licence itself, setup, digital certificate, site seals, public register listing, authorisation of one Key Person / Compliance Officer, due diligence on up to four UBOs, and the licence management platform (two URLs, two users). Annual renewal from year two is the same figure: EUR 17,828.

§ 02

What the EUR 17,828 fee covers

The all-inclusive regulator fee is specifically everything you need to operate legally under the licence. If a consultant quote adds line items that are already in the fee below, that is double-counting. Published inclusions (ALSI, April 2026):

  • Licence fee (issuance and annual).
  • Setup and onboarding.
  • Digital certificate for the licensed entity.
  • Site seals and register badge.
  • Listing on the public AGA / ALSI register.
  • Authorisation of one Key Person / Compliance Officer.
  • Due diligence on up to four Ultimate Beneficial Owners.
  • Licence management platform access — two URLs, two users.

Anything outside this scope — additional UBO DD, more Key Persons, additional platform users, additional URLs — is priced separately. Ask for variations up-front rather than on renewal.

§ 03

Company formation

An Anjouan IBC is required. You can form it two ways.

ALSI direct · EUR 3,750

ALSI offers IBC formation bundled with licence administration. You get a single point of contact for both entity and licence matters, which simplifies the relationship. Annual maintenance from year two is EUR 3,195.

Third-party provider · EUR 2,500–EUR 5,000

Independent Anjouan corporate service providers can form the IBC for less. Registered agent and corporate secretarial fees run separately (typically €1,200–€2,400/year combined). Pick this route if you have a specific corporate services preference or need a non-ALSI registered agent relationship.

Consultant fees

Consultant fees cover policy drafting, application management, and interaction with ALSI during review. Typical range is EUR 6,000–EUR 14,000. What you get at each tier:

  • EUR 6,000 — lean: Template-based AML/KYC and RG policies, application lodged, basic query handling. Works for standard product stacks.
  • EUR 7,500 — typical: Tailored policies, full application management, UBO DD coordination, technical documentation review, active negotiation on queries.
  • EUR 14,000 — full-service: Bespoke compliance framework, ongoing Key Person / Compliance Officer retainer, multi-vertical scope, complex ownership structures.

Your AML/KYC policy, responsible gaming policy, terms and conditions, and privacy policy all sit inside the consultant engagement. Templates are acceptable — regulators aren't looking for originality — but each document must reflect how your platform actually operates.

§ 05

Technical setup

The technical review covers platform architecture, RNG certification for proprietary games, game-fairness audits for third-party content, and responsible-gaming controls.

  • Operators using third-party games only: cost often zero. Game studios and aggregators you integrate with hold their own RNG and fairness certifications, which carry through.
  • Operators with proprietary RNG: EUR 4,000–EUR 8,000 per RNG for independent certification by an approved lab (iTech, GLI, BMM).
  • Game fairness audit (if proprietary games): EUR 500–EUR 1,500 per game.
  • Technical documentation package: typically rolled into consultant fees, or EUR 2,000–EUR 4,000 stand-alone.

Anjouan imposes no local server, ISP, or data-residency requirement. International hosting on AWS, GCP, or Azure is acceptable subject to the Technical Standards Code.

§ 06

Hidden costs

Beyond the licensing spend itself, founders consistently underestimate the following surrounding costs, which can add EUR 20,000–EUR 50,000 in year one.

  • Legal review: EUR 3,000–EUR 10,000 for independent counsel to review the consultant's documentation before submission.
  • Banking and EMI setup: EUR 500–EUR 3,000 in onboarding fees and minimum balance requirements. Some EMIs take 4–8 weeks to approve an iGaming client.
  • Payment processor onboarding: EUR 2,000–EUR 10,000 in PSP integration and risk-reserve requirements. High-risk merchant rates of 4–8% on card processing vs sub-2% in regulated markets.
  • EU payment agent setup (optional): EUR 25,000–EUR 50,000 to stand up a Cyprus or Malta regulated entity that holds tier-1 card acquiring on the operator's behalf. Standard practice for operators whose card-processing economics matter.
  • Insurance: EUR 2,000–EUR 8,000/year for cyber and professional indemnity coverage.
  • Software audits: EUR 5,000–EUR 15,000 if you need SOC 2 or equivalent for enterprise B2B deals.

From year two, recurring costs drop to roughly EUR 25,000–EUR 35,000 per year: EUR 17,828 for the licence (all-inclusive, same as year one), EUR 3,195 for ALSI IBC maintenance, plus ongoing compliance-staff and PSP costs.

§ 08

B2B licence

Platform providers, game studios, aggregators, data-feed suppliers, and PSPs supplying Anjouan-licensed operators need their own B2B licence. The fee is the same: EUR 17,828 per year, all-inclusive. § 09

Annual renewal

The licence renews annually on the anniversary of issuance at EUR 17,828 — the same all-inclusive fee as year one, paid directly to ALSI. If your IBC is ALSI-administered, annual maintenance from year two is EUR 3,195.

The renewal application requires updated UBO declarations, an annual compliance report, and confirmation that no material operational changes have occurred since the last filing. Late renewals accrue a penalty; more than 30 days overdue can trigger suspension. Renewal does not reopen fit-and-proper review unless ownership has changed materially in the preceding year.

How costs compare to other jurisdictions

The cost case for Anjouan is strongest against Malta and against Curaçao's post-LOK-reform framework. Against Kahnawake it is a closer call — the jurisdictions sit in a similar bracket.
